Pada tanggal 2-3 April 2013 penulis mendapatkan kesempatan menghadiri dan presentasi makalah dalam ASEAN Conference. Kegiatan yang dilaksanakan dalam 2 hari tersebut membahas integritas dalam berbagai bidang.

Jakarta Recommendations on Integrity Education

More than 150 educators and students from 10 ASEAN member countries attended the ASEAN Conference Educating ASEAN Societies for Integrity in Jakarta, Indonesia.

Integrity is a prerequisite to any effective measure to safeguard human rights, good governance, the environment, strengthen democracy, promote social equity and the rule of law, the prevention of war, and the reduction of poverty. The world has never been more educated, yet trust in public institutions, voter turnout, and other indices of civic engagement are at an all-time low in most regions. Widespread corruption, ethical failures and maladministration are among the symptoms of the failures of integrity. Universities, training and vocational institutions have, in this regard, a special role and responsibility. With only rare exceptions, the political, social and business elites of all countries hold university degrees.

Universities can be a locus for reflection and deeper understanding so that resilient, lasting integrity reforms, informed by reliable evidence, can emerge from within their respective societies. Institutions of higher learning can only do so effectively, however, if they are themselves islands of integrity. Through this conference and networking of academics and universities in ASEAN we seek

To educate ASEAN societies for integrity by promoting the values, importance and practical application of integrity to personal, family, community, professional life and society.
To promote comparative research across the region and the sharing of experiences in order to gain insights from each country’s efforts to curb corruption and promote integrity, learning both from setbacks and successes.
To educate a critical mass of professionals with such skills as needed to tip the balance in favour of integrity.
To educate students how to practice their professions with integrity in their societies upon graduation.
To encourage universities to reach out to and share educational and training materials and methods with other training institutions and the school system.
To develop and provide useful, policy oriented, practical policy advice and research on corruption and integrity to different stakeholders in society.
To contribute to the foundations of a strong and resilient national integrity system with universities as exemplars of integrity and role models for other institutions.

To achieve these goals we recommend within ASEAN

That policy makers create an enabling environment for strengthening integrity education and integrity within education and the many benefits that will come to society from this process.
Promotion and support for comparative research on integrity, corruption, and anti-corruption and develop shared curricula that help to critically reflect on local and national challenges.
That Ministries of Education explore the possibility, taking into account the model of Indonesia, of introducing courses for undergraduate students irrespective of their academic degree, on integrity and anti-corruption and other points of contact on these themes where appropriate.
The development of specialised post-graduate and professional training courses in the professions to be developed in consultation with relevant professional bodies and prospective employers.
Research and policy development for holistic strategies for improving integrity in higher education in the region.
The promotion and support of critical, independent research and the development of teaching case studies on integrity, corruption, and anti-corruption.
To promote courses and modules that are rewarding, student-centred, focusing on learning objectives and, where possible, that engage them in service training and community activities.
To support a regional student-led initiative for integrity education that includes community outreach and regional sharing
